I would recommend Prof Sid Watkin's Book "Life at the Limit" for the
history of safety in F1. There are a few key moments highlighted in there.

In 1994, after Senna's crash, Mosley was suddenly being asked some
very poignant questions about the legality of F1 by the governments of
several countries (since the death of a superstar always re-ignites
the "racing is ***sport" debates...same thing happened with Moore
and Earnhardt). His immediate reaction was to start putting
ridiculous chicanes in every track, including Tamburello where Senna's
crash occurred and...one at Eau Rouge, the most disgusting and
laughable chicane since the ones that emasculated Curva Grande and
Vialone (both of which IIRC predated 94).
In the long run, Stewart has had more of an impact IMO on getting the
cars and tracks to an acceptable level of safety, since most of the
innovations were in place before 94 (chicanes to castrate interesting,
er, I mean dangerous corners, carbon fiber cars, etc) Senna's death
prompted overreaction for political reasons and primarily led to most
of Stewart's ideas being used in ridiculous ways (hey, let's put
chicanes everywhere!). IMHO Hakkinen's near-disasterous crash at Spa
which led to the development of the head and neck restraint system had
a more important affect on safety in F1 and motorsport in general.
Of course, there's also Professor Sid who has brought most of the
actual *good* ideas on safety to the table, rather than "let's turn
the sport into expensive go kart racing".
