I'm looking to do some painting for the league I'm entering. Is there a good
"How to" guide to help me? Also what paint programs do you guys recommend?

Paint Shop Pro is probably the most commonly used program. You can get a 30
day trail from www.jasc.com .

As far as a "how-to" they some PSP info posted over at the Sierra forum in
the painting section. I have not read them myself so I can't really comment
on how good the are.
