Well, not quite, and not yet, but I found the reference to this article

PC swallows console
Soon you may be able to stuff an ugly Dreamcast inside your beautiful
beige PC case.
Recent reports indicate that Sega is to put Dreamcast technology onto a
PCI card that will allow us to play all Dreamcast titles on PC. At a
Japanese briefing, Sega revealed a sample of the technology and new VP
Hideki Sato claimed that early designs were being demoed to interested
second parties. It was indicated that there may be a release by the end
of this year.

Sounds like a plan to me! I might never be able to invest $150 in a
Dreamcast console, mainly because I couldn't compete for the TV time in
order to play MORE games, but I COULD justify a $100 add-on card to
allow me to play more games on my existing PC. There's no mention of
the price-points, mind you -- my actual guess is that a Dreamcast PC
card would probably cost about the same as a Dreamcast console (in the
$150 range), so that Sega could be ensured that they wouldn't lose any
money on the loss of actual Dreamcast consoles.
Sounds like an interesting way to sidestep the entire Bleem! issue --
and it's something that Sony should consider.
Thanks to Jan and the guys at The Pits for posting the link originally!

You can get a VGA adapter for the Dreamcast.

But what about the weird 1 gigabyte "CDs" that the Dreamcast uses. Can they
be read by CD-ROM or DVD-ROM drives?
This was done YEARS ago with the 3DO. It sold like....like....uhhh
like ...well, it didn't sell AT ALL! Zero interest. To achieve
compatibility,
they'll have to include a cdrom on the card and that will make the card dang
near as costly as a Dreamcast(if not moreso)
I have always been amused that people will spend 20 -50 dollars to get a
bleem playstation emulator that "MIGHT" work some of the time on their 2000
dollar computer. If you wanna play on the dreamcast or ps2 or ps1, then buy
one...all you are doing is kludging up your system that could be running
other
pc titles.

Ed, how does this Dreamcast VGA adapter work? Does it go between the
computer and monitor, or do you have to disconnect the monitor and
hook it to the Dreamcast VGA adapter? From your comment, the PC does
the sound, so obviously, the PC is running, but how do the monitor
thingies all work? I have one on the way (a VGA adapter), so should
know soon. I love F355, and will love it more with the Force RS.

now how is the monitor hooked to the computer, too? The one I bought,
a Blaze DC VGA adapter, has all the same hookups as the one on the
Levelsix page you gave me. I still don't see how you can switch
between the VGA box going to your computer monitor, and the computer
going to your computer monitor. You can switch between the DC going to
TV or monitor, but the monitor seems like it has to plug into the VGA
box alone. The Levelsix pic shows the same thing. Yours is different?
Wonder where I can find one of these performance boxes, if they work
differently somehow?
Thanx, man.

I've got a VGA switch box and some cables from the olden days, I'm
gonna try that first. I know these modern high freq monitors don't
like long cables and switch boxes, but worth a try.
There's a Performance one on eBay, already at $41 and 3 days or so to
go!! I'll watch for one there while trying things here. What does one
cost new, supposing one can be found?
Thanks again
