is 1:07, but the whole group does it between 1 min - 1:04.

You need to hack the track.txt file for Cleveland. Papyrus obviously
did not do much in terms of game testing on some of the tracks. Same
story in Mid-Ohio and Nazareth. If you slow the opponents down
to qualify well, you'll have roadblocks in the race. Only fix is to
modify the opps speeds in the BLAP value. I know several
people who are currently hacking around to fix those values. Once
there is a good value set established we should see them posted here
and at all ftp sites.
