Could someone confirm my fear: NASCAR does not include all Winston Cup

That's a lincensing issue. For whatever reason Papyrus was unable to get
the lincense to do those two teams.
With only 38 slots available, that would have been impossible anyhow.
But take heart: a lot of folks have done the art work and the editing to
develop carsets with your favorite drivers! The NRL (NASCAR Racing
League) on the Papyrus BBS has an excellent set and there are others out
there with good sets as well. I've got a great Ricky Rudd car (the guy
who did this must be a Rudd fan) that is detailed to the point that if
you are behind him you can see the 'trunk' pins. I've also got the
silver edition of Dale Earnhardt - another great job.
That is a very beautiful thing about NASCAR - you can paint your own car
(mine's a Hershey's Kiss sponsored car) or bring in someone else's artwork.
Then you can modify the drivers.txt file to give it the appropriate
'feeling'.

NASCAR doesn't include all the drivers. But there are carsets available
that include all the drivers. There are several folks on CompuServe who
post a new set each week with all the drivers qualified for the event.

Not exactly. Contracts with other companies prevent Papyrus from getting
them in the games. Its the same situation with Indy and Daytona. :(
Solution for the drivers: Do some hunting; you'll find just about every
car (real drivers and not real drivers <g>) out there. Even Earnhardt's.
I was, for a time, using Earnhardt's #3, but I made my own (named
"BLaK MaJiK")
