On the race main menu,
click on the button that says 'Location' (not the arrow, the button) to go
to the track screen. In that menu, there are the options for both Night
racing (OFF for day, ON for night) and Weather (OFF for always nice and dry,
ON for rain/snow, which can be (annoyingly) intermittent)
