Will the game be more of a sim or an arcade racer? Or somewhere
inbetween? I just read that it will be a budget title, with a pricetag
of $19.99. That can't be a good sign of the game being a serious
GPL-calliber sim can it?

Somewhere in between. But just where in between is for you (and
others) to decide when they release the demo.
It's irrelevant. Purely a marketing decision. But wait for the demo,
try it out, and then make your decision.
Marko;
It will be scalable, to cater to both ends of the spectrum -- you'll be able
to adjust the difficulty and realism so you can play with a keyboard if
that's all you've got, but when everything is cranked up to max difficulty
and max realism, it's up there with Viper Racing and close to GPL in the sim
category.
Most of the beta test team are sim racers -- I don't think there was a
single tester who has NFS installed on their machine, so the testers' focus
was on realism when it came to the physics. Several beta testers were also
real-world race drivers, too, so they were also looking for realism, not a
Jeff Gordon-style "fun" arcade racer.
I think you're going to like DTR if you like dirt ovals and sim racing.

I answer by reminding you that Viper Racing is $29, and SCGT can be bought
for $19.95 now :)
The price doesn't dictate the quality :)
