Correct me if I"m wrong, but here's another angle.
-Maybe it is NOT Papyrus who has their hands tied.
-Maybe it is DAYTONA SPEEDWAY who erroneously signed a contract
with Sega that binds them from licensing their racetrack to any other game
company.

Good point. Hadn't thought of that possibility.

SEGA is holding DIS to this contract and killing the Papy
customers with it. I mean when DIS went into dealings with SEGA im sure they
expected more than that crappy arcade game that doesnt even have a true Daytona
track in it. Why eles would they employ Papy to A.) Make the Top Qualifier
game for the Daytona USA museum and B.) make a track for an N3 demo given away
with programs AND sold at the gift shop? Seems a bit fishy to me.

The Daytona/Sega deal expired 12/31/99. Sega no longer holds
the licensing. Daytona does.
